Yup. A dude once just dropped off three heads at this guy's desk and said "you gotta move these heads back to their respective bodies". Not a medical desk. An office desk. Just severed heads hanging around.
Also one facility sold donated corpses for profit and kept bodies in grotesque conditions, including a "Frankenstein" scene where a male torso was found with a mismatched head sewn.
So, you know, this needs regulating. Which means hiring more government officials who would be responsible for visiting any body donation center/facilities and ensuring they are up to whatever code we seem acceptable.

Absolutely they had an episode about this on John Oliver.No one stops them from dressing them in clowns in a circus stunt.
