The Pokémon Company has full control over the franchise and is jointly owned by Nintendo, Game Freak, and Creatures, Inc (who develops the TCG). The Pokémon Company is fully to blame for the quality of the games because they've set up this release cycle where the game comes first, then the plushies and merch, then the TCG, then the anime. When everything is already in motion, they don't want to delay that entire timeline, so they force Game Freak to rush the game out. It seems like with the new game, Game Freak or Nintendo is finally pushing back on that and telling The Pokémon Company that they need more time to make the game.

This is probably totally off base, but I think it’s a reaction to palworld’s response and them realizing they’re leaving a huge opening for competitors with the garbage quality

Exactly... you cant dominate the market if theres nothing stopping even the smallest competitors from making a noticeably better product. Monopolies are maintained by eleminating any competitions ability to even plant a seed. But if nothing is stopping some rando from beating you at your own game it destroys faith in your product and massively loosens your grip on the industry.

you HAVE to reinvest some of your profits into product quality so that what youre offering is untouchable.

"The consumer, who made no decisions in the creation of the game, is at fault for the quality of the game because they continued to interact with a beloved franchise."

Seriously?

Yeah Im tired of that take lol. Deliberately pulling people along by their heartstrings and refusing to do better for the people who have been loyal to you is NOT their fault. Victim blaming 101 lol...
