We don’t use Starlink for our responses inside Russia. We use Starlink to intercept jet-powered “shaheds” that attack our civilians and kill families. Starlink wasn’t turned off – its speed was reduced. And when the speed was reduced, we were unable to intercept a certain number of jet-powered “shaheds.” We couldn’t use a tool that helps protect people. That’s very painful and frustrating. We also use Starlink for mid-range strikes against enemy military targets in our temporarily occupied territories. We couldn’t do that when the restrictions were in place. 3-4: I began my visit to Brussels with a meeting with NATO Secretary General Mark Rutte. As always, we are coordinating closely to provide greater protection and security for Ukraine. Unfortunately, Russia responded to yet another attempt by the American President to reduce the intensity of strikes with new waves of attacks on our energy, residential buildings, and other infrastructure. 5-6: I met with Prime Minister of Poland Donald Tusk. Donald is well informed about the situation with Russian strikes and how it is escalating every day. The Russians are using “shaheds” almost constantly. Today alone, 52 people have been injured. Throughout the day, there were Russian strikes on a store, a pharmaceutical plant, and logistics facilities. It is very important that Poland is helping us defend against these attacks. We discussed in great detail all the existing threats and the steps that will help strengthen our defense against Russian strikes. 7: A very substantive meeting with President of France Emmanuel Macron. We appreciate that France is helping as much as possible to find ways to respond to Russian escalation. During our meeting, Russia launched yet another vile drone strike on Ukrainian energy infrastructure in Lutsk. There are power outages in the city. Unfortunately, this kind of blatant and vile Russian terror has been taking place almost constantly these days. Russia has demonstratively disregarded the American President’s proposal for an energy ceasefire. And now it is taking advantage of problems with Starlink operations to cause maximum destruction to everything that sustains everyday life. Emmanuel and I discussed various ways to counter this. In particular, new packages to strengthen our combat aviation will be provided this month. We are also accelerating work on European anti-ballistic defense – FREYJA needs to become operational by the end of the year. 6-9: A good meeting with UK Prime Minister Andy Burnham in London. We value our partnership and continue working together for security. I briefed Andy in detail on Russian attacks against our cities, our people, and critical infrastructure. Wave after wave of drone attacks throughout the day and night today. Russia launched 124 drones overnight alone, and another 145 during the day. And right now, there are still more than 40 “shaheds” in our skies. They attack energy infrastructure, logistics, and railways. We managed to shoot down a significant number of the drones, but some got through. In terms of scale, this is one of the largest attacks. It is clear that the Russians are trying to take advantage of the problems with Starlink in Ukraine, as our interceptor drones depend on this connection among other things. That is why it is especially important right now to strengthen our air defenses and provide Ukraine with everything it needs to protect lives. Today, a decision was made to accelerate deliveries of British-made air defense systems to Ukraine to counter jet-powered “shaheds.” And I am very grateful for this timely and much-needed assistance. Our offer is honest and clear – we are ready to respect an energy ceasefire if Russia is ready to do the same – we agree if they agree. And we have already shown that we mean it.

Last night, Russian oil refineries were not burning. But at midnight, a Russian jet-powered “shahed” struck a gas-production facility in Ukraine. There was also a Russian strike on an ordinary gas station, involving several drones. And repair crews are still working to fix the damage from yesterday’s attacks.

So there were Russian violations of the energy ceasefire announced by President Trump. And all morning today, more and more Russian jet-powered “shaheds” have continued to enter our skies – over Kyiv and other Ukrainian cities.

For now, this is Putin’s answer to Trump – Russian attacks. But we are waiting. We are waiting for the details of the conversation between the Americans and the Russians. We are waiting to see what specific steps the Americans are ready to take.

1-6: Together with UK Foreign Secretary Ed Miliband, we spoke with people injured in the Russian strike who are now receiving medical care at a hospital in Pryluky. In total, 17 people were hospitalized, 13 of whom are being treated here. Among them are a five-year-old girl and a veteran who lived in the building destroyed by Russia. He now has no family left and no home. We must support our people. I thank our medical professionals who help those injured in the aftermath of such attacks – thank you for all your work and for helping people. The Minister of Health also reported on equipping shelters at medical facilities. I instructed that all necessary work be accelerated as much as possible and that additional funding be found. It is also a top priority to repair the hospital’s shelter and take all necessary steps to build a new, modern shelter. The Minister of Health and the Head of the Chernihiv Regional Military Administration, together with city authorities, are responsible for this. 7-10: Today, together with UK Foreign Secretary Ed Miliband, we paid tribute to those who were killed in the Russian missile strike on a residential building in Pryluky. The attack claimed 22 lives, including five children. Another 54 people were injured. I spoke with those affected. We also received reports on the consequences of the attack. More than 100 residential buildings were damaged, as were educational institutions, kindergartens, shops, businesses, and the infrastructure that sustains normal life in the city. We hear the people – there are issues with shelters and housing in the city. I instructed the head of the regional military administration to promptly help those who, unfortunately, have nowhere to go. And it is important that those affected ultimately receive new homes. Also, as soon as the security situation allows, residents of the destroyed building must be given access to their damaged apartments. The Head of the State Emergency Service of Ukraine must see to it. I am grateful to Ed Miliband for coming today to support our people. Trust in most politicians declined somewhat since August. Zelenskyy lost about 3 points, Zaluzhnyi lost 4 points, and Fedorov (predictably) lost 20 points.

In terms of electoral support, Zelenskyy would lead a theoretical first round presidential election. Previous support for Fedorov has now been redistributed to Zaluzhnyi and Poroshenko.

This, of course, contradicts the attempted narrative that Zelenskyy in particular has lost support among Ukrainian citizens.
