College Questions Engineering safety?

I have a 1460 Sat (760 math, 700 English) and a 4.0 weighted gpa. I Have strong course rigor, more concentrated in stem. I want to do engineering in college, but I need some safety schools to apply to. Money is a concern and I live in Virginia. Ideas?

Rose-Hulman Institute of Technology

Milwaukee School of Engineering

Both offer generous merit aid:

Community college to VaTech is probably your cheapest option. Obviously you can do VaTech straight up or the GMU or JMU. I am not sure you are going to find places offering enough aid to be cheaper than any of those options.

Odu is great at accepting de courses and has a good engineering abet accredited school. Jobs right out of the gate. They give merit and aid - apply early action. Any chance you are #1 or 2 in your class?
Vcu also apply early action ( before Nov 1) to get a shot at the big scholarships. Submit sat to both.

For a safety, George mason. Your target should be VA Tech, reach UVA

JMU engineering is solid, NOVA companies hire tons of JMU engineers.
