I've seen the discussion about the rerun banners and how most people think they are strictly worse than if you had pulled for the character on their debut. For most people, that may be the case, but for my particular case, I can see somewhat see the reasoning behind its design.
In my case, I only care about getting a single copy of characters. When Tangtang first came around, I didn't have LR or Yvonne, so naturally I skipped her. However, she aged extremely well, having good synergy with LR, Yvonne, Arcane and Si, and so now I'm considering pulling on her rerun banner.
At first, I regret that I hadn't pulled on her banner initially, especially since I didn't have Yvonne or Gilberta, so I could've had a 64/36 instead of the 50/50 to get a new limited operator. But, I did have a chance to pull Tangtang when I had pulled for Fangyi. And so, by skipping her, I gave myself some "insurance" on a future banner.
So even though the rerun banner may end up costing me a bit more to get her, I did have the benefit of having her as insurance on Fangyi's banner, and could have on Rossi's as well. You can't really have your cake and eat it too, so to speak. The rerun banner isn't as attractive, but if you always pull characters on their first banner, then you lose the chance of getting a new limited character on future banners on a missed 50/50 (unless you value dupes).
So with that, I can somewhat see why HG designed the rerun banner to be worse than the debut one. Because if it did provide equal value, I'd definitely consider skipping characters on purpose to double dip the benefit of accidentally pulling them later.
