Depending on whether you're using anime rules, game rules, or lore rules, the Pokemon always win but for different reasons.

Either there's a trainer who can coordinate strategy, or the Pokemon gave Alakazam and Oranguru who can coordinate strategy. Either way, all the Pokemon have to do is play into their strengths and the Lions' weaknesses. After a million lions the exact number of lions is arbitrary, there's not really a contest.

Also, if we are counting every Pokemon, there are 4 billion forms of Spinda to account for.

You can fit four lions on top of each other before the one on bottom gets squashed to death by the ones on top, they wouldn't be able to even reach a Pidgey before taking casualties and at that point the Pidgey can just

Like fly 20 feet to the left, the lions will have to do it all over again with new lions since a majority of the ones they had just used to climb with would be dead

The best case scenario is that the lions are too stupid to consider the lion ladder as a technique, because they'll lose half their forces just trying to reach one (1) flying pokemon before it isn't able to go any higher

The very concept of "lion ladder" is ignoring so many of the laws of physics and biology that even listing all of them without explaining anything would be a full paragraph. I refuse to believe this isn't a joke.

I don’t think it matters the number, the lions cannot harm ghost type pokemon anyway, unless.. you have so many lions that their gravitational mass crushes the pokemon, gardevoir might be able to negate this gravitional force on it(she creates black holes right?) and therefore “win” the fight because all the lions are crushed themselves, even if she or other pokemon(like some powerful rock types that dont die from being crushed) all die I don’t think this counts as a “win” for the lions
