Is it normal?
Was playing in emperor and the game would have been winnable if it wasnt for congo that was miles ahead in everything we are talking him being at atomic era while the most of us were near the end of medival also as you can see absourd military power (i trew at him like 5 submarines and 4 battleship as a last resort, all died in 3 turns).
The only particular thing of the game was that for the first half we were in 2 very distant continent and congo was in the other one

I mean... a couple things you can do. One of the best strategies is to try and persuade all his neightbors to declare war on them (make a trade deal and pay them to go to war). It can really slow the AI down.
Secondly, you can just pillage him with all your spies constantly and steal his works of art etc.
Furthermore (most importantly) its turn 287 and you have 181 science/132 culture. Fundamentally you could easily have 2-3x those numbers with optimal play (games can end by turn 250). There is probably some foundational mechanics that you can work on to get these values much higher from your side (unless you're going for a religious victory - in which case the game should be mostly over).
