Ask CTI Is there anything in India he isn’t involved in anymore?
A joint venture comprising Adani, Ashoka Buildcon and Akshaya has secured a ₹1,816 crore contract from the Brihan mumbai Municipal Corporation for Package III of the Mithi River Development and Pollution Control Project. The scope covers the river stretch from CST Bridge in Kurla to the Mahim Causeway, including the Vakola River.
The project will be executed under a design, build, and operate model, with a construction timeline of around four years, followed by ten years of operation and maintenance. Major components include intercepting polluted inflows, building pumping stations and transfer sewers, river training works, service roads, and retaining structures.
This intervention aligns with Mumbai’s larger urban renewal plans, including the Dharavi Redevelopment Project. Its primary objectives are flood mitigation, improved water quality and enhancing the livability and redevelopment potential of surrounding areas.

Is there anyone who can do it in less? If yes then why is he not bidding?
12
u/curious_mindquest Jan 23 '26
So the thing about tenders is that the government has certain criterias or requirements that need to be met. They make these criterias such that only adani can meet them. So the lowest bidder might not be adani, but there's something on adanis tender which is a must not being provided by the lowest bidder.
7
u/Training-Quit9705 Jan 23 '26
oh yeas the great tender to make Kerala port since 1970s that made companies bankrupt Kerala islamic and finally Adani came and made it in couple of years. It is infrastructure giant in India it will do infrastructure development and project when no one does . Plus this is corporate. Before people want to topple Adani from ceo or chairman the Board of Directors always got an eye or chance to overthrow him. There is no money going to abJP

u/Anywhere_Warm Jan 23 '26
I don’t know about any other project but one of the project i know personally is the solar power project in the barren tough terrain of desert. No company wanted to develop and invest in that infrastructure but Adani took it and is doing very good

They make these criterias such that only adani can meet them.
If this is true then every other company will form a board to fight against the government. The government will face lawsuits which it can't afford as the judiciary isn't under them. Every other company will gang up on Adani and bring him down. Hell, every other company will donate to other political parties to overthrow the current government.

Adani has won most of their recent projects in opposition run states, or abroad.
In this particular contract, the Adani led consortium, outbid 2 other strong contenders.
The bid was invited, after the BMC tried for 15 years (and spent 2000 cr) to do the same thing and failed - they started work on this after the flooding of 2005.

You know the difference between capitalism in the USA vs India? In USA there's 1-2 giant corpos in tech, 1-2 successful startups in say some research field X, some in clearing river bodies such as these. All in all very inviting to new to startups and innovations. Companies actually innovate and made the USA for what it is
While in india, there's 2 guys at the top controlling the food you eat, road you walk on, building you live on, city you live in, media you consume, real estate agents you buy properties through, big govt contracts, railways, transport, vehicle manufacturing, laws, policies, rivers, now even fucking mountains.
With no labour laws, no quality assurance. They are at the top by not innovating shit and providing shit to the world but just by capitalising on the mere scale of cheap labour that's available to be exploited.
They are at the top for tech and Innovation, ours are at the top for just capitalising on natural resources and exploiting the whole country's population while holding hands with the govt.
TCS is not innovative, TCS just has sheep to fill in the barn at 10x less rate than sheep from any other part of the world

I've been in contract business for 10 years so don't teach me how tenders work. Acting like you're some sort of expert, you're not, just a brainwashed it cell guy it seems You don't even know about the backdoor deals and huge donations he's giving to the party. The tender is just a process and front on how it works but the deal is already closed even before the actual tender begins, if you know you know. Acting like everything goes as per process on pen and paper when in reality corruption is running rampant. Now don't come asking for proof next
8
u/Level_Regret_108 Jan 23 '26
They are corrupt. But you can bid 30 rupees for 100 Cr project and they are obligated to give it to you... You can go to court otherwise
3
u/iClipsse Jan 23 '26
Nobody's talking about suicidal underbidding here. We're talking about how the system gets massaged BEFORE bids even drop so that when the "lowest" one comes in, it's from the guy who's already set up to win. For this Mithi Package 3 (₹1700 cr-ish):
Tender bounced around for years (cancelled twice since 2023, reissued post-2025 floods with scope gutted—no promenade, flood gates down from 25 to 18, etc.) to make it doable only for mega-players with fat balance sheets and JVs.
Pre-bid, they jacked the pump manufacturer turnover req from ₹50 cr to ₹210 cr—straight violation of CVC rules that say you can't tighten eligibility AFTER publishing to squeeze out competition. Congress's Sachin Sawant called it out with docs and letters, saying it's blatant to hand it to a "BJP-close industrialist." BMC's excuse? "Good faith" because pumps worth ₹700 cr sub-part... but Sawant roasted that as BS since earlier versions of the same tender stuck to ₹50 cr.
Final three in the ring: Adani JV (Adani Road Transport + Ashoka + Aakshya), HCC, and Afcons. Adani's initial quote? 7.7% ABOVE BMC's base estimate. Negotiated to 7.1% above—still over budget, not some magical underbid. The others were apparently "well above" too, so yeah, a contest... but after all the pre-bid rigging and thinning, surprise, Adani edges it.
Point is, no one's saying bid 30 bucks and sue. It's that the backend tweaks (delays, scope cuts, rule bends) create a playground where only one conglomerate can consistently show up with the "lowest" realistic bid. Coincidence? Every damn time? Nah, bro.
If it was as simple as "bid low or court," why doesn't every small contractor do it and win airports, Dharavi, rivers? Because the field's already cleared for the favorites.

I'd say there's a difference between 10 crore projects involved with local governance bodies and politics opposed to a 2000 crore projects. No denying the system is rigged, but for such huge projects I'd say that it wouldn't happen at the scale that it otherwise happens. Though I don't know much about this so only you can tell me for sure.

Governments float a tender, adani fills it and quotes the best price for them. Should the government take a financial hit just to give the appearance that adani isn't everywhere?
2
u/Wise_Finish6703 Jan 26 '26
This is the pattern that I’ve seen so far 1. Make weak policies 2. Resulting in bad environment for the public 3. Blame the past government for not doing anything 4. Don’t do anything to improve either 5. Make public sector weaker 6. Give contracts to private sector by saying that public sector is weak and can’t handle stuff 7. Give contracts to private sector 8. Tell people you solved the problem and also get donations from the private sector 9. Increase taxes to support these contracts because private companies run on profits, hence are much expensive than public companies 10. All the wealth accumulates with a few individuals who can now control every aspect of your life, making the laws and constitution obsolete

No, he is right. See things which require a good amount of man power, resources, equipment etc. is better to outsource. Otherwise, bmc has to invest in a lot of equipment, hire a lot of people and then their salary etc.. For the same reason, IT companies get projects from other countries, For the same reason, you call someone else to build your house... Even though you can hire them for 10 years, give them salary but you don't do it because your home will be finished in 1 year and then you have to bear all equipment cost, labour for another 9 years. You cannot just fire people. And the guy you will give your home project will also be profitable because he has to make his earnings too
I agree, 1,800 crore is too much, so until we get the full contract clauses I cannot say. It could be a 10 year contract..
So, if you try to think logically, it is best way to get the task done however I am skeptical about the amount. Even though if it is for 10 years, 1,800 crore is almost 150 crore per year. Way too high.

u/InbetweenTwoThighs Jan 23 '26
Honestly, no matter how much corrupted, bureaucratic these deals are, the fact is, Adani has always delivered. And this amount for such a big task seems okay because cleaning & upgrading Mithi river is not an easy task despite this coming under the scope of BMC they haven’t been able to do anything because of encroachment on the river banks throughout the city. Adani is good at kicking people off the land, so I hope that’s the goal here.
