Can I request a refund from purchasing and using Genesis Crystals?

I have been playing since its inception. I have spent at least $ 1000.00 dollars (CAD) on this game. Is there anyway Hoyoverse can refund me (fully or partially)? I don’t mind getting permanently banned.

This is fraud. There is no reason you can charge back for it legally if you have spent them in game. Yes your account will get banned and you might get your money back, but they would have the right to pursue you to get it back from you since you bought and used their service of your own free will. If you recently bought some, didn't spend them, and just changed your mind within the legally allowed timeframe that's the only situation it might potentially be allowed

I don't think I've ever heard of someone actually getting sued by hoyo for it. My irl friend also spent like 8000 dollars on the game in like 3 months, refunded it, and got out with just a ban.

Honestly, you should ask your bank, however, at best scenario, you can only refund what you had spend for the past 6 months, a year if lucky, all of it is very unlikely

Ask your bank. You likely gonna be able to refund only more recent purchases and if you already spent resources you got from them you will have a negative promo number which will get your account banned.
