Leveling items before fusing?

Me and my dad have had consistently bad luck in the fuse until the last 2 AA’s when we started leveling all items to lvl 300+ and have pulled consistent 4 traits on no trait items and today even skipping galaxy and going to radioactive. But before we started leveling them we would only usually pull 1 to 2 traits and would have to continue to fuse. Anyone else with the same conclusion or is it just pure luck either way? Or maybe they change something recently.
