Formula Regional is the continuation of what was previously known as F3 spec, back when regional F3 series (Euro F3, Japanese F3 and so on) were a big thing. FIA F3 is a continuation of the more powerful GP3 spec, and while it has run at Macau a couple of times, it may simply be too big for Macau, and Formula Regional is the "old" F3. This comes with the added benefit of having several series with the same spec, whose drivers ideally meet in Macau, as opposed to the FIA F3 years, when there was a more limited pool of drivers who were familiar with the car. The obvious issue is in the branding, because the "F3 World Cup" sounds far better than the "Formula Regional World Cup", and Macau has historically been known as an F3 event. You can blame the FIA either way, whether for changing the meaning of F3 or moving Macau to what is now called the FR spec.
