CEC PR Question

AOR- May 21st

Called IRCC on 14th October, Agent said Eligibility complete on 11th October.

Also, tracker was showing status as completed till today morning, However checked in evening it shows " not started".

Is this common or glitch? I am so worried. Please reply if anyone have faced this type of situation
