You all never understand what per capita means. According to studies tracking long-term welfare participation rates by race and ethnicity, such as data from the National Academies of Sciences, Engineering, and Medicine, Non-Hispanic Blackindividuals have the highest rates of welfare receipt per capita and participation over multi-year periods compared to other major racial and ethnic groups.
