Issues Connecting Meshes with Different Vert Counts?

What would be the best way to attach these meshes? Is there a way to attach them without complicating the bottom mesh? I'm still pretty new to Maya, so I would really appreciate some feedback. Thanks in advance!

Increase the density on the lower mesh or decrease density on the upper mesh

How would you decrease density?

It depends on what the goal is, the target detail needs. Being a beginner, I'd say yes reduce the upper (head?) above. You only ever need to increase if you can get the detail out of the current resolution.

Also increasing the lower mesh would help to tie it together.

At that resolution, impossible. The correct way would be to attach the meshes with as little resolution as possible. There are many tricks to do so, but unfortunately you have to start over on this
