I always think Big mom is one of the govt. earlier experiments for giantification.
1- punk hazard we have seen babies with similar size and also very strong strength (of course not as strong as big mom) but that’s 1st hint.
2- as Oda ties everything together she is also the one funding the experiments too. Which is ironic.
3- ceaser already said that govt has been trying to create giants for a long time
So I think she is one of the experiments who probably got away or left as scientists couldn’t control her

Her obsession with giants is already explained. Mother carmel put the idea into her head to have a land that has all the races united. The real giants want nothing to do with her anymore so she has to resort to getting artificial ones. Theyre one of the three races that shes missing.

I 100% believe this theory. It may not have been a government one, either, since they didn't seem to know who she was with Mother Carmel. Caesar just said scientists have been trying to create giants for centuries, not just the government.

To be fair, Garp doesn’t know the government is actually evil. He knows there are corrupt people but genuinely believes in the organization as a vehicle for Justice and order.
I truly wonder how he’d feel in retrospect about letting Ace die if the world finds out about Imu and he realizes the Navy are the true bad guys.
