Sounds like you've had bad timing checking the website as I've definitely seen it available to order in the last 8 months. You may have more luck checking local game stores instead.

It just sells out really fast. And I never get the emails when they restock.

11th edition made the triarch stalker much more viable so stock wise it makes sense

Unfortunately no one besides GW can provide you a real answer to when it will be back, and they aren't saying.

Product shortages don't really have any correlation to a kit retiring or being updated. GW just doesn't have enough production capacity to meet demand, especially for kits that are perceived as being particularly strong. The best thing you can do is keep checking in frequently and hope you catch it.

If you don't mind buying one 2nd hand I would recommend doing what I did: setting up a properly defined daily task in LLM of you choosing to browse whatever sites/platforms that might sell GW stuff, both international ones and whatever local to your part of the world (but not only your country) you can find.
Proof of concept: I started collecting WH40K around 3 months ago (a bit less), I already have almost 4K in Necrons and I bought only 500 Worlds and Royal Court boxes from actual shops, everything else second hand - A lot for 60-70% price, around half in unopened boxes (got lucky here, guy had them for 3 years, it was supposed to be his 5th army). Paid 50% for my Triarch Stalker (assembled and primed with black spray), I'm currently waiting for assembled Monolith and Doom Scythe, paid 90 euros (100$) for both.
