Zapcam is the most fun to use, voodoo is versatile and strong, polar jelly is fun and strong with frost build, butterfly is niche but effective, zapamander is fast af boi, but the goat is actually the territory snail, because without aeroleap what even is the point of combat/life?

Lone wolf is great for distracting Sominvores and the annoying doctors.

Best cc is grumpy bulb. It makes enemies attack each other and ignore you. Pair it with the frost ak and your are practically invincible.

I'm not sure if you were asking if it's possible to have 4 activated at once to swap between, but you can freely swap between any that you have in securement pods at your base at any time. Just go into Gear and then tab over to deviants and switch out which is active. You can only use one at a time tho unless you are in the Deviant SCP scenario where you can have 3 active on your person at once.
