Anyone with a kid in school knows this. No way there's more than an infinitesimal number of paranoids that believe this.
No school has litter boxes. Maybe someone at some school brainstormed the idea to have litter for lockdowns, but I have yet to see any evidence that the idea was ever implemented. Source: I have 2 kids in school who do lockdown drills and don't have cat litter in their classrooms.

You forget about the home schoolers. Not all, but a significant portion home school to keep their kids away from from the heathens and secular schools. Mind control is a terrible, but powerful drug in that world. A lot of home school teaching resources are “Christian” based.
