H-1B hiring should contract when qualified workers already here cannot find jobs
My view: H-1B recruitment should expand when there are genuine skill shortages and contract when qualified workers already in the country can't find jobs.
I don't object to the idea of a work visa. I object to treating additional recruitment as automatically justified in a weak job market. Employers should have to make a clear case that they can't find the skills they need. I also want stronger enforcement against sham employers and fraudulent applications.
Many H-1B workers are excellent. I'd support making room for exceptional talent even when the market is weak. That doesn't mean every strong engineer qualifies for O-1 or the extraordinary-ability branch of EB-1: O-1 is temporary, while EB-1 is an immigrant classification with its own criteria.
I'd want this standard applied under either political party. How would you measure a genuine shortage, and what would count as convincing evidence that qualified applicants already here aren't available for a role?

The point of H1B is to suppress wages and make businesses in the USA “competitive” with global counterparts. It’s like when people say no one wants to work anymore (for low wages).
