He signed an EO to exempt Russia from the sanctions placed on them by Congress. It is clearly unconstitutional and is only benefiting Russia (who is an ally of Iran).

Question as a non-US person: do you think Trump has damaged the credibility of executive orders as an instrument of governance to the degree that a Democrat-controlled House would want to legislate to ban them?

Congress cant really ban them. There’s a separation of powers so the legislative branch cant tell the executive branch how to operate. 

We’d have to change the constitution to ban them. 

It would be much easier for congress to impeach and remove Trump but thats never happening either.
