No, it's 1990, the "march of sovereignties" has already begun and political demonstrations are becoming widespread. It was exactly this rapid democratization and openness that prompted the August 1991 coup attempt (it was not a coup TOWARDS democracy, it was the opposite — the more conservative camp trying to slow down the disintegration of older institutes).

It wasn't, it's the height of liberalization and political expression before the USSR disintegrated. It was the time when the arguments and proposals on what to do next were the loudest, and there was the most political marches from different camps from monarchists and anarchists and reformist bolsheviks to democratic liberals and moderates. A whole slew of republics ALREADY seceded from the USSR at that point in (mostly) peaceful protest.
