Pretty sure she has more unique spells than Roswaal, but after so long Roswaal has developed a crazy degree of control over his magic that it's top 1 in the verse. Echidna is just built like that though and she created some of the strongest spells herself

She was able to wipe out an entire army of dragons with one spell so yeah, she would be able to solo white whale
