He didn't know the guy he hired was in the KKK nor that they would lynch his brother for thinking he's black.
The guy he hired was just a private investigator that was supposed to find some dirt on Weather to make him break up with his sister and that was originally what the guy wanted to do. Unfortunately, he happened to be in the KKK and when he found out that Weathers "mother" was married to a black man he concluded that Weather must be Black too and thus it led to lynching.
For all that's worth Pucci is actually innocent in this particular line of events, it was just fate being cruel.

Obviously the woman who switched the babies was massively to blame.

Pucci’s parents had no idea about the switch. They have no blame at all.

Pucci also shares a massive amount of blame. He was put into a difficult situation; he either tells the couple the truth and risks his lifelong career in priesthood due to sharing a confession, or he keeps the secret and has to live with the fact that his sister married his brother. It’s a tough dilemma and I don’t blame him for trying to find an alternative solution, but the solution he chose was so absolutely terrible and extreme compared to biting either bullet that it’s impossible to not blame him for the ensuing tragedy.

And obviously the guys from the KKK are to blame as well for being racist, though they are mysteriously absent from Araki’s analysis lol

Wes and Perla had no idea. It was pure bad luck that brought them together. They were truly only guilty of falling in love.
