Download your Steam background. Go to BackgroundsDOTGallery (remove the dot) and download the background you want to use.
Find images, icons, and GIFs. Pinterest is one of the easiest places to find images, icons, GIFs, and other assets for your artwork. Download whatever you want to use.
Create your artwork. I use Photoshop, Premiere Pro, and After fx but if you want something EASIER, you can use other FREE editing BROWSERS just look it up (capcut/canva etc..)
Upload your downloaded Steam background, then add your Pinterest images and GIFs on top of it. Arrange everything however you like.
Edit and customize. EZGIF is pretty easy to use. Just explore the available tools and settings until you get the result you want.
Keep the file size under 5 MB. Make sure your finished artwork is less than 5 MB. Steam won't let you upload it as artwork if it exceedthe file size limit.
Upload your artwork to Steam. Follow this guide to learn how to upload your finished artwork to your Steam profile:

And you're done!
The most important part is doing your research. There are plenty of tutorials on YOUTUBE that can help you learn more about creating artworks.
