Ma tahaks näha seda linna arhitekti, kes arvas, et Kalda torn on täpselt see, mis sealt miljööst puudu on.

It is a little bit weird because as far as I know then Tartu made a decision long ago (I think it may have been even 10 years ago) not to build so high buildings in Tartu because they wanted to preserve town-like and more "close to people" feeling with forbidding high buildings. I guess they changed their minds then and high-building Tartu it will be (I must say I'm not too much of a fan).
However, second thing why the Kalda tee tower is especially weird is because it counteracts with all the symbiosis of Annelinn - Annelinn started from back with 9-floor buildings and goes lower with 5-floor buildings as coming more near to centre so people can see the landscape as it is going also lower and also the town is more visible. Now this tower will be like a real outsider there inbetween 5-floor hobbits around.
However, they will build other side instead the forest also police house and maybe this will also come like 20 or something floors then it maybe balances things out.
Generally, I don't have strong feelings for these buildings per se but I would have chosen this older approach not to build too high buildings overall and I also don't understand their logic overall.

Let's hope the roheline 3 gets the plants and trees in the middle of the building as was promised years ago. It seems the render still shows that part

Kalda torn looks nice but it’s kind of in a strange location. Roheline kvartal looks awesome and I can’t wait for it to be completed.

I wouldn't say it's a "strange" location. It's just.. Annelinn. Loads of stores and services nearby, schools, kindergartens, pretty good cycling infrastructure, good public transport connection etc. It's just not a beautiful neigbhourhood.
