Not possible to build rail

I have built and upgraded both stations, but it won’t let me build the railway between the stations. Not crucial since I can go around, but I’m wondering if anyone else has encountered this glitch? Or maybe I am just stupid and it’s not a bug?

Is your train physically on the continent you're trying to build on?

I had the same thing happen to me recently and I was in Europe and tried to build in South America. Once I traveled there, I could build em

Starting in africa you have to build rails to get to some stations
