I think Cortana is a bit of a different case seeing as she's made from a flash cloned piece of Halsey's brain, but generally yeah.

I thought- now I'm no Halo expert- there were a few AIs made from brains, but Halsey cloning her brain was unusual (& I wanna say the cloning tech was illegal? Or her use of it was illegal??)

The cloning tech definitely wasn't illegal. Flash cloning is used all the time for replacement organs and such (and ONI used flash clones of the Spartan candidates to cover up their abductions).

Admittedly it's been a while since I read the novels, but I remember them making it out as though it was exceptional that Cortana was made from a human brain, but would happily be corrected on it.

All Smart AI in Halo are made from human brains, the exceptional thing about Cortana and her sister (whose name I’m blanking on at the moment) was that they were made from clones of a living human’s brain. Normally, a Smart AI’s neural network comes from a recently deceased donor’s brain.

There are AI that are entirely technological, Dumb AI, but their intellectual capacity is usually significantly lower than a Smart’s and are generally purpose built, like Superintendent who was a city management AI.

Also, what was specifically illegal about the flash cloning for the Spartan Project was that Halsey cloned entire humans to replace the kidnapped children, but also that she went under Parangosky’s (ONI’s Director at the time) nose about it.

Was anything Dr Halsey did legal?!?!? Every scientist in the halo universe for the next hundred years is going to have to watch a documentary about Dr Halsey and write an essay about how fucked up her work was in their mandated ethics class…

They do. That’s why Roland looks like a WWII fighter pilot and another one looks like Athena. Cortana just chose to be “naked” to mess with people.
