WTF are the planes flying around constantly

Anyone know what these planes flying around and around ballarat are. It’s both day and night.
2.30am on Saturday morning and they’re just circling.
Nothing on the flight trackers which makes it more insidious

It's on FlightRadar. It's a Beech King Air 350r. It's the police aircraft tracking stolen cars.

The police have been flying a helicopter during the day and a plane at night (cos it's quieter), no doubt tracking something.
