€400 per month in stipend to help with expenses is not a lot. Chalmers has a page suggesting international students to budget SEK 14.000-18.000 per month (€1256-1615) and the biggest reason it might vary is rent.

Swedish students get SEK 13.000/month in student aid and many students will tell you that that is not a comfy life. €400 would be rent alone, then you need extra money for other expenses such as food, school supplies, busspass, phone, insurances, etc.

You can check SGS for some estimated prices on rent.

Also, the line about Queuepoints means that you need to sign up for their queue and wait to gain points. I can't remember if SGS gives double points for people not yet living with them or not, but as you can see a lot of the places currently available require at least a year in the queue, some you will need 2-3 years.

Also, part-time jobs are not easy. General unemployment is around 9%, and last year the unemploument among people born outside of Sweden was around 16%. The jobs that are willing to have you will be the ones that routinely exploit their workers and as such constantly need new people, or those that have bad conditions and bad pay.
There was an article last year I think about a McDonalds in Stockholm that recieved over 700 applications for one position. Expect at least a few hundred applicants per position in Gothenburg.

Also also I assume that "UE student" is a typo and you mean EU student? There was a new regulation this summer that anyone on a residence permit for studies is limited to working 15hr/week so if you are not from the EU you will have limited working rights.
As others have suggested in your post over on r/Gothenburg you shuld not reply on getting a job. You will need finding from some other source.
