The hypothetical person would be a pedophile either way, but the question is about harm. What harm is actually being done? For example, there are a lot of behaviors performed in the kink community that would be unethical and illegal to actually do. CNC, edge play like branding, cutting, etc. When someone has an intense desire to cause harm, and they divert it into a nonharmful activity, I consider it a win.
Pedophiles who can not regulate their behavior need to be jailed. If someone is attracted to children, and never interacts with one, maybe they just need therapy?
