Except this pet is intelligent enough to comprehend the social situation and speak their mind in full sentences, so it's a person anyway.

The comic is making a joke by doing something different to the established character. In disney properties, Pluto can't talk and it's kinda weird that he is a dog who is treated like a dog, while goofy is a dog who is treated like a person. 

Everyone above you is referring to Pluto from the disney cartoons, instead of the altered Pluto in the comic here.

It's a dog world - so it's more like if your talking cow was walking you on a leash. 

Pervert may be a bit strong, but it's definitely weird.
