Don't forget that all of them are between the ages of 13-17

Not in One Piece. Oda does a pretty good job of drawing kids as kids. Most characters with unrealistic proportions are adults.

Only bad examples are the 16 year old girls like Rebecca and Shiraoshi. Oda is still a Japanese man after all. Once they hit 16 he adults them.

So Oda isn't as bad as others.

"One Piece doesn't do that" then proceeds to list the exact cases where One Piece does it. You're not suppose to dismantle your own case man, 16 is still minor in most country.
I know those kind of designs and jokes are abundant in anime, but if it's something you like, you have the rights to ignore them, trying to defend them just makes you look bad.

Name one character aged 13-15 who looks over sexualized within One Piece. I disagreed with part of your sentiment. Not the entirety of it. To emphasize that One Piece is not as rampant about it as others.

If the comment is "between the ages of 13-17" you can't say, "Well there's no one who fits that description between the ages of 13 and 15!!!!" because you've already been forced to admit One Piece does have sexualized characters between the ages of 13 and 17.  You can't move the goal posts and say, "See!  I'm right!"
