Well yeah, he’s the governor of Kentucky. What do you expect? He also vetoes legislation, and not infrequently, but usually the state legislature has the votes to pass it anyway.
As for the McConnell situation, maybe Andy knew that McConnell wasn’t dead despite what the internet wanted to think, and that he had nothing to gain for himself or the people of Kentucky by making a fool of himself?
I mean, for all intents and purposes McConnell is braindead and unable to perform the functions of his office. It must fall on someone to press that issue and get him declared ineligible but Beshear doesn't seem willing to do anything about it other than issue some very mild complaints
