Is there anywhere with a basic guide on safe separation distances between terminals, or PCB traces for given voltages of AC and DC?

I have a Trace Elliot Hexa Valve amplifier that runs 685V on the plates, and while I was recapping it, I discovered what appeared to be factory applied dialectic grease around the plate and screen solder lugs of the tube sockets. Just wondering is that was just a belt and braces move, or is dielectric or heat shrink 100% necessity at those voltages (with non top cap tubes at least).
