Help Needed Visa question for parents during 8 hour layover

Hi,

My parents are Indian nationals and USA Greencard holders, and will have a 8 hour layover from 7:30pm to 4:30am next month. They want to see the Burj Khalifa and the surrounding mall.

I'm aware there is a 48 hour pre-arranged VISA, but I am unsure of one clause.

Clause 4 states:

A confirmed hotel reservation for the duration of your stay in the UAE or a valid tenancy contract with your family member’s name (father, mother, brother or sister) if staying with them on your visit.

---

They will not be staying in a hotel though. Is there another way I'm missing?

Thank you.

They should be able to get a Visa on arrival if they hold a US Green card.

But won't they have to wait in line for this? I was trying to see if they could get it pre-approved to skip any potential long waits.

Thanks for the info though!

Not sure but I assume that clause wouldn't be considered since their ticket proves they are just on a transif layover
