Any suggestions on how best to clean this grill up to use?

Those stainless grills once they go that color they will never be shiny again. I just replaced mine a couple weeks ago after 12 years on my Napoleon Prestige 500.

That a nice Bbq you have there

Thank you. My FIL gave it to me. I'm not too worried about getting it shiny again necessarily, truly I'm just thankful to be able to learn how to use it. However it's been sitting for a while and I want to clean it up and be able to use it. I imagine that turning it on and letting it burn off for a bit is wise, but should I be doing anything else specifically to any build up on the inside? What about the outside, is there a specific spray or just any stainless steel cleaner?

I would take your grates out, remove the burner covers ( long triangle shaped) knock off all the loose stuff around the bbq box. Shop vac out any ash etc. Replace the grease trap tray underneath all that stuff. Then for exterior dish soap wipe and rinse off the grime. Grab some stainless steel cleaner and use it how you would if have indoor appliances. Get a nice cover for it and you have a brand new bbq.

That's exactly the direction I need. Thank you so much. I know what I'm doing tomorrow.

Cleaning the grill is inevitable — and brutal. 😄

Rust isn’t poisonous. Run it high heat for 20 min then scrape the bits off. (20 min after it hits about 700f)

If you mean down on the inside, same deal if it’s not too bad. If it’s super gunky then get some wood paint stir sticks and get the thick gunk off. Then run it hot.
