Well, becoming an animagus is some extremely serious and dangerous magic all on its own. It can take months to years to successfully do so, if they're successful at all or even survive the attempt. People can transfiguration themselves into animals in other ways, but it's an entirely different thing than what Animagi can do, who can do it instantly, at will and without a wand. Even their minds change a bit, from what Sirius says about it. So it's possible they have a more innate ability communicating with animals, generally. Though, I doubt it's actual human-like communication, i.e. talking.
