I know this is hard, but Miku is an object, because she isn't real. You are personifying a drawing to the point that you believe it is equivalent to photographs of real children. There are no victims, there is no crime. It is a drawing of Miku with panties, if this was a a frame in an anime it would be rated PG, if this was a video game asset it would be rated Teen at worst. It is normal anime artwork that you'll find in the millions.
