What is this that is suddenly obstructing my window from closing and how do I repair my window?
TIA

That’s the part that the sliding pane fits into to make it go up and down smoothly.
On the top of that pane there should be catches that let the top of that pane pivot inward, toward you. After you do that you can tilt the pane to lift either side up and remove the pane. Then manually slide that piece up so it’s level with the closer side and then put the pane back in. Once both sides are in, push down an inch, then tilt the pane up into the normal position.

to illustrate what LimeyRat said, here's a video of someone removing and reinstalling the lower window sash of a double hung window

This may be useless or great info - Often when I have a hard time closing the bottom it's because the window has a split window setup, the top can move down and the bottom can move up. I'm not sure if you have that setup, but if you do you may find pushing the top one up further fixes your issue.

That wood's cooked, moisture got in and it's swelling up. The cylinder at the bottom is probably the pivot bar or part of the balance system that's popped out of place because the frame warped.
You can try chiseling out the rotted section and packing it with a two-part epoxy wood filler, then sanding it flush once it cures. If the damage goes deeper than surface level though you're looking at replacing that whole lower rail.
