Ok, so we're connect Alaska with Russia since that's the the shortest route. Now, there are islands that we can connect, specifically Little and Big Diomede. We'd connect a population of less than 100 people in Little to a population of 0 in the Big.

But let's assume they meant mainland to mainland. Alaska to Russia, that's about 55 miles. Now, the largest tunnel is that long, cutting across the alps. Also a underwater railway in Japan (which is what we're dealing with, so most analogous). That cost 7 billion in 1988. Adjusting for inflation, we're talking almost 20 billion today. And for what? Russia's east coast has about 1 person per square kilometer. And Alaska is even worse at .5 per sq km.
