Because it's legal as long as it's not aimed at the toilet itself. https://portal.gov.cz/rozcestniky/porizeni-a-provoz-bezpecnostni-kamery-RZC-95

That's not a very good reason. I don't know anyone who thinks the government is doing a good job of safeguarding privacy. Finding a camera in a bathroom for any reason, when you're expecting privacy, is wrong. Regardless what the govt. has to say about it. You need 24/7 surveillance, put one of those people shining shoes and selling candy in there. Cameras should not be found in bathrooms. There should never be a video of someone visiting the facilities.

The scene I'd make if I found out. We normalize this, then we're normalizing flock pointing directly into our windows when our answer should be a resounding "NO".

EDIT: Cz has a similar setup to Flock, but govt owned. I shouldn't just use that as a universal name. It's just quickly being used like that here in the states.

Seeing a camera goes so far against what a lot of us believe here that it's just wild to see live.
