Have all the parts; just want someone to really put this thing together the right way. Anyone have someone or a friend they've worked with that they'd recommend?

I’m curious what peoples’ thoughts and opinions are on this case. I’ve been wanting to upgrade because my current one is not the best with space and components. Mainly being the AIO.

Hi everyone,
I'm planning to upgrade my older PC and I've decided to buy the Sapphire Nitro+ AMD Radeon RX 9070 XT. However, a friend is trying to scare me, claiming that if I don't upgrade my motherboard to support PCIe 4.0, I'll lose a significant amount of speed and it will cause a massive bottleneck.
Is this claim actually true, or is the performance difference so negligible that it's not worth upgrading my motherboard right now?
For context, I'm keeping my current CPU/Mobo combo for now. Thanks for the advice!
