Should developers stop making games that require 5090 for max settings now that the card is clearly not for gamers and is accessible to 0.1% of community?

No. If your hardware can't handle native 4k Ultra and deliver 60 FPS, don't set it to native 4k. Accept the fact that you're just as poor as the rest of us and enable FSR
