Help! Using Generative Expand to cropped image - what am O doing wrong?

I have a picture of a chair where the chair needed to be rotated level.

After I did this using the Crop tool, the image has gaps which need filling - Pic 1.

All the instructions I've found to fill the blank areas using Generative Fill first call for 'dragging the canvas to expand'. So I thought I'd done this correctly but get the result in Pic 2.

What am I doing wrong?

I think you need to fill in the transparent pixels in your first image before trying to expand

Your mask on the gen layer might be hiding the rest

Delete the layer mask ? (...but the lake is still not flat!)
