In the Marvel comics, Dr Doom takes over Earth and gives people free healthcare. Is that why he is the villain?

I think the bastard also gives people free college!

The problem is his name. Couldn't he change his name to "doctor happy fellowship"? It's the same with mr. sinister or apocalypse. They're all wonderful fellows, but they have a bad name.
