fps ❌ fpm ✅
anyway what are the specs? you don't have to share if you don't want to. regardless go to the graphic settings and try lowering every single thing. I can't tell anything for sure without figuring out the exact bottleneck and if that didn't work you might want to looking into installing one of them custom made performance mods. they do absolute wonders when it comes to getting rid of useless visual clatter which in turn make the fps go boom boom.
btw i3 what gen? cuz it's 3rd gen this should be mostly fixable. the gen matters a lot more than that CPU itself.

Its an i3-4100M specificaly so its 4th gen i think? Im new to computers

oh an M?... right, right that's a laptop now it makes sense. yeah, it's 4th gen but the m stands for mobile. it's like a toned down version with a lower TDP. like that's how it's build. anyway this one has better integrated graphics (Intel 4600 i think, not sure) but it max out at around 2.5GHz and i3 3rd gen has a base clock of 3GHz maxed around 3.5GHz.
TLDR i3 3rd gives you more fps. have you updated the graphic and all the other drivers? if not doing so will definitely increase that fps by a long shot.

nevermind i think i found the exact model of your laptop. i don't wanna go into specs here but I used to have something like that too. anyway you probably gonna have to lower everything and install the mastercofig (more than likely the very low preset) like that other dude said. for now just go ahead and make sure all the drivers are up to date and lower the resolution. it will look choppy but performance beats clarity for me at least.
btw, here's a little fun fact i think I'm from that little island down to your country. that is if you're from where i think you're from.

install it and do a scan. it will give you a list of latest available drivers for all your stuff including the IGPU that is if there is any. btw how much ram are we working with? and is it windows 10?

not necessarily. what version are you running on anyway? if i had to guess I'd say it should be dx 9 3d with that specs you got.

What i3? I would guess your computer is too weak to run tf2.
Installing master comfig can help with performance

no shit Sherlock there's no AMD i3 so it's probably, mostly definitely, absolutely positively intel.

I think your hardware may be dying, unless this only happens in tf2

Go in tf2 settings, lower every graphic, and lower the resolution if you want to do that for more performance. Follow this guide to install mastercomfig on low or very low https://youtu.be/RY9sF6-qknM. From steam, press steam in the top left corner, press settings, go to in game, and disable steam overlay. Right click tf2 from steam, go to properties, and in the launch options type "-nojoy -nosteamcontroller -novid -high -softparticlesdefaultoff -nohltv -particles 1". Press the windows button, type "edit power plan", click it, click advanced options, and change everything you can to maximum performance, you might have to restart windows for this to take effect. Make sure you keep your laptop plugged in. If you're on windows 10 and you want to optimize it more, you can use a debloat tool. Type power shell in Windows search and open it as an admin and use the command "iwr -useb https://christitus.com/win | iex". Only use the recommended settings and not the advanced settings, and it's important that you let it make a restore point. You should also look over your startup programs and disable what you think is unnecessary, by going to task manager and going to startup section.
