I've always wondered this myself. Only now that I'm thinking about it here that I think it might have something to do with a combination of:

. Terra Nullius.

. Historical timing.

. The land and people.

. Visits by different Europeans across different times in history, before Australia's racial policy.

. The label of cannibals and cannabilism as a label and deterrent.

Not to minimise things that did happen in the now modern state of PNG, but as an observer of the history of the two countries it's always felt like the Mob in Australia had it worse.

Always wondered this question in relation to the racial policy and white Australia policy.
