I can't tell if this is serious or not.

Chinheads have been around a very long time. It's one of those things that people see and automatically know it's someone's chin.

This one is wearing the Devo outfit.

I think Chinheads might have been a specific name. They were called Chin Puppets and something else.

But I'm sure I've seen them in a commercial sometime in the 2020's

They've been an art form since the 1800's

Went down an interesting little rabbit hole. According to googling and specifically Wikipedia, "chinface" seems to be the more common name. Conceived at least as early as the 1890s, first time known it was used in entertainment was a ventriloquist in the 1950s. I'm sure it's been done way before all that too.
