Black plastic box strapped to a stop sign, wrapped with a bike chain, pointed at a four way intersection
Sorry I couldn’t get more photos, was in a rush! Can post more if requested later today! Not sure what this is, but the little tube sticking out on the left looked like it had a lens on the end. It’s pointing at a four way stop sign outside my apartment complex. Is it a camera? Looks super jank. Stressed out about any cameras with all the flock stuff happening recently. For extra context, this shares a street with turning point USA

Looks like a traffic study camera. The city or an engineering firm straps those to poles temporarily to count cars and patterns.

No cameras there. Just a box with no holes. It often uses either low-power radar (such as K-band radar), or ground-mounted sensors.

There's literally a cylinder sticking out of it pointing at the intersection.

That's called a "Black Cat" traffic data recorder.

Looks answered. I’ve done something similar with a radio repeater so I can listen to my boys at the park while I was working at home.

As a side note Mapquest just added a layer that shows all the reported Flock Cameras and other similar

It could be a number of tings. Possible a trap to count fruit fly or mosquito numbers. Or tracking some invasive species. That's my best guess.

Possibly a traffic counter. City and State government agencies keep track of traffic densities so they know where they need to focus road repairs.
