They can do good things but it is actually part of their curse of undeath to cause suffering. If they don't they lose their minds. That's why they stay doing combat missions for the Ebon Blade, although there is one DK that does it by fishing, because the fish suffer when they are hooked and dragged out of the water.

An HOA is a Homeowner's Association. They basically make a set of rules for the community they 'govern'. There can be a lot, but some examples are no visible trash or recycling receptacles, a consistent color scheme for home exteriors, size limitations on fencing, trees, and topiaries, which flags may be displayed, the size, breed, or number of pets, etc.
Some people get very nitpicky, literal, or just dickish about their neighbors respecting these rules, even though in reality everyone probably violates the code in one way or another. This is making fun of those people, and the people who excessively enforce these rules.

To elaborate slightly on the actual ramifications: HoAs are the privatization of local government on a small scale, which should be something most people find a horrifying concept.
But local governments tend to enjoy that because they feel like it takes weight off their shoulders to have essentially a corporation deal with certain things even though the precedent is god awful.
No one in their right mind should want to live in one, but the majority of homes sold right now are, in fact, in them.

I live in an HOA neighborhood. Honestly been nothing but good so far for me. The HOA, via our dues, takes care of exterior maintenance on the homes, mows the lawns, maintains landscaping, keeps everyone with a single garbage company to reduce the number of trucks in and out, maintains a pool, maintains outdoor common spaces such as a dog park, walking trails, etc.
The various limitations on exterior colors, landscaping options, etc. honestly don't matter to me. Those are simply things I don't care about. So for a modest fee I get a bunch of benefits and basically no downsides because the things that are restricted are simply things I was never going to do to begin with.
